New Jersey State 4-H Shooting Sports Advisory Council Constitution

Article I - Name

The name of this organization shall be the New Jersey State 4-H Shooting Sports Advisory Council.

Article II – Purpose

The Rutgers Cooperative Research and Extension 4-H Youth Development program uses a learn by doing approach to enable youth to develop the knowledge, attitude and skills they need to become competent, caring and contributing citizens of the world. This mission is accomplished by using the knowledge and resources of the land grant university system, along with the involvement of caring adults.

The primary purpose of the New Jersey State 4 H Shooting Sports Advisory Council is to provide advice and support to the New Jersey 4-H Shooting Sports Program, arrange trainings and ensuring that programs follow the youth development education program which uses a prevention education model that strongly emphasizes positive youth adult interaction and peer leadership.

Article III – Non Profit Status

This council is a non profit organization. Any funds received by the council for carrying out it’s purpose shall not be accrued to the benefit of individuals, but to the benefit of the 4-H Shooting Sports program.

Article IV - Membership

The membership shall be composed of the following:

  • NJ4-H State Coordinator
  • All Nationally Certified NJ Shooting Sports Instructors
  • One State Certified Instructor representative for each county 4-H club program
  • Two teen representatives (one from North, one from South Jersey)
  • One State 4-H Camp program staff member
  • County 4-H Professional (North)
  • County 4-H Professional (South)
  • Extension Professional
  • Two Business / Industry or Organizational Representatives.

Membership shall be for three years. Resignations from the organization must be submitted in writing to the secretary.

Individuals will be selected to serve without regard to race, color, national origin, gender, religion, age, disability, political beliefs, sexual orientation or marital or family status.

Article V - Meetings

The advisory council will meet at least four times a year. Three meetings are to be held at a central location in the evening, and one meeting held at the Annual Spring State Training. Additional meeting times to fulfill duties throughout the year may be needed.

The presence of not less than a simple majority plus one of the voting membership shall constitute a quorum and shall be necessary to conduct the business of this organization.

The meetings shall be conducted in the spirit of Roberts Rules of Order.

Article VI - Committees

Standing and/or special committees will be created as needed. Members are expected to volunteer for committee assignments. The Chairperson has the authority to appoint committee chairs and members.

Article VII– Officers and Executive Committee

The officers of the committee shall consist of a Chairperson, Vice-Chairperson, Secretary and Treasurer. The term for each officer will be two years.

The Chairperson shall preside at all membership meetings. He/she shall present at each annual meeting of the organization an annual report of the work of the organization. He/she shall appoint all committees, temporary or permanent. He/she shall see all books, reports and certificates required by law are properly kept or filed. He/she shall be one of the officers who may sign the checks or drafts of the organization.

The Vice Chairperson shall in the event of the absence or inability of the Chairperson to exercise his/her office become acting Chairperson of the organization with all the rights, privileges and powers as if he/she had been the duly elected Chairperson.

The Secretary shall keep the minutes and records of the organization in appropriate books. It shall be his/her duty to file any certificate required by any statute, federal or state. He/she shall give and serve all notices to members of this organization. He/she shall be the official custodian of the records. He/she may be one of the officers required to sign the checks and drafts of the organization. He/she shall present to the membership at any meetings any communication addressed to him/her as Secretary of the organization. He/she shall attend to all correspondence of the organization and shall exercise all duties incident to the office of Secretary.

The Treasurer shall have the care and custody of all monies belonging to the organization and shall be responsible for such monies or securities of the organization. He/she shall cause to be deposited in a regular business bank or trust company and the balance of the funds of the rganization shall be deposited in a savings bank. He/she must be one of the officers who shall sign checks or drafts of the organization. No special fund may be set aside that shall make it unnecessary for the Treasurer to sign the checks issued upon it. He/she shall exercise all duties incident to the office of Treasurer.

No officer shall for reason of his/her office be entitled to receive any salary or compensation, but nothing herein shall be construed to prevent an officer or director for receiving any compensation from the organization for duties other than as a director or officer.

Article VIII – Election of Officers

Nominations for new officer will be submitted at the winter meeting and voted on at the Annual Spring State Training meeting. The officers will be installed at the Annual Spring State Training Meeting. All active members are eligible to run for an office and to vote.

Article IX – State 4-H Association

A member of the State 4-H Shooting Sports Advisory Council will be appointed to serve as a representative to the State 4-H Association and another member to serve as an alternate.

Article X – Use of the Name & Emblem Policy:

Authorization to use the 4-H name and emblem is granted by Rutgers Cooperative Extension 4-H Youth Development, the unit of the NJ Agriculture Experiment Station responsible for oversight, guidance, and support of the New Jersey State 4-H Shooting Sports Advisory Council.

Article XI – Amendments

This constitution may be changed or amended by the approval of two-thirds vote of the council membership at any regular meeting of the State 4-H Shooting Sports Advisory Council, provided the suggested change has been submitted and discussed at a prior meeting of the council.

Article XII – Dissolution of Organization

Upon dissolution of the said Council, any and all monies and or state equipment automatically transferred to LG Cook 4-H Camp for use in the camp shooting sports program.
